English profile is about different groups working all together in order to understand what the Common European Framework really means for English. EP tries to develop or describe all the levels that the Common European Framework has (a1-a2 b1-b2 c1-c2). It also investigates what learning English really means by different groups in different levels of aptitude. EP wants to make or have a more concrete or more objective criteria about English in different levels and people as well.
I do think that EP should be adopted in learning English in Chile, because in that way, people would be learning not just English, since they would be learning it in a real way, which means, in the way that native speakers really use that language. I believe the same with the Common European Framework. Children nowadays are learning English in a way that is not really useful for them. And teachers also teach things that sometimes are not very common in those countries. So, when we speak with native speakers, we obviously sound far away from being native-speakers-like.
